So when she forgives him, it sends a message, that even though they failed each other, that even though they failed to keep their promises to each other … to protect Peeta, she forgave him. Forgive, such a loaded word, to stop feeling anger toward (someone who has done something wrong); to stop blaming (someone); to stop feeling anger about (something); to forgive someone for (something wrong), and of all the people in her life, those that betrayed her, hurt her, or caused her pain of another kind, she chooses to forgive Haymitch. That speaks on the volume of their relationship, their care and reliance on the other, they may have failed in their mission, but it’s Haymitch that promises that Peeta isn’t dead yet, they’re still in the game, and Peeta is still the objective.
